Decision-making in critical infrastructure.
Critical infrastructure operators balance obligations few organisations face: regulatory scrutiny, security threats, investment demands, public expectation and the need to keep essential services running without interruption. Every major decision is taken within that tension, and its effects reach well beyond the organisation that takes it.
Based in the UK and working across sovereign contexts worldwide, the Centre researches how these decisions are made and governed, and publishes evidence to support those who make them.
Illustrative. Rings and connections show typical relationships, not measured data.
What we do
The Centre studies how decisions are made in critical infrastructure: who makes them, what shapes them, and how their consequences move through connected systems.
We are developing decision architecture as a discipline for critical infrastructure, and we publish research to help operators, regulators and policymakers make better decisions.
We are a non-commercial research centre. We investigate and publish. We do not sell services.
Four drivers of change
Our research follows four forces acting on every critical infrastructure decision, with decision-making as the constant lens.

Running Blind
Our first report, Running Blind, examines how prepared organisations are for disruption to positioning, navigation and timing. It will be published here.
Decision architecture, for critical infrastructure
Critical infrastructure decisions are hard to reverse, shared across operators, regulators and suppliers, and felt by people who never took them. We are developing decision architecture as a discipline for exactly these conditions.
What we publish
Plain-English analysis for operators, regulators and policymakers. Free to read.
Research reports

Obligations Watch
A regular round-up of the rules changing what critical infrastructure must do.
Decision events
What a new rule or incident changes, and the decisions it forces.
MAP
An open framework for assessing timing assurance.
